Since March 2019, NRC in Nigeria and Cameroon has been implementing the ISOLT (Projet d’appui à l’Inclusion Sociale et à la gouvernance locale) funded by AFD to support displacement-affected populations towards durable solutions through improved governance in areas affected by cross-border displacement through their MINKA Fund for Peace and Resilience mechanism.
The Programme Manager will chair the Operational Committee that supports overall programme management, reporting and compliance. He/she will support the Technical Working Groups and the project teams to achieve their respective objectives and establish synergies in approaches and tools, for greater impact and efficiency. He/she will also support the work of the Steering Committee.
Roles and Responsibilities
Coordinate with project teams to monitor the implementation of activities, compliance with donor rules, and accountability to beneficiaries, in order to ensure timely implementation, quality reporting and timely adjustments as needed;
Ensure effective communication among project teams, steering committee, and technical and finance/support team at Central West Africa (CWA) Regional Office;
Recruit and manage consultants and sub-contractors as needed to carry out activities;
Support Area Managers and Head of Programmes (HoPs) in managing the programme budget, assets and resources;
Lead the Operational Committee to develop and implement rolling 6-month plans (programmatic and financial);
Act as a focal point for the programme both internally and externally. Network with relevant actors to help achieve programme objectives;
Engage with advocacy actors to advance the objectives of the programme and share information;
Support learning best practices, tool exchanges etc. between project teams ;
Coordinate with project teams the capitalisation of best practices and learning for sharing internally and externally at the end of the programme;
Ensure the participation of key government partners during programme implementation;
Monitor progress and flag issues in a timely manner;
Ensure cross-border monitoring of the humanitarian situation, in line with our regional ambitions for improved sub-regional monitoring, analysis, and response.
Qualifications
Advanced university degree in relevant field
Minimum 5 years of experience in senior project management and/or coordination for an international organisation with responsibility for programming in a humanitarian, conflict or post-conflict context; or equivalent; specific experiences and knowledge on M&E and donor compliance
Proven experience in project cycle management and grant management.
Strong communication, inter-personal, facilitation and diplomatic skills, including the professional credibility to provide coordination and sometimes guidance to member organisations.
Documented results related to the position’s responsibilities.
Fluency in French and English, both written and verbal, with strong writing and editing skills.
Knowledge about Early Recovery Response in Food, Wash, Shelter/NFI, Protection, etc…
Experience working with AFD is an advantage
Experience with external representation.
Experience working in complex emergencies, volatile contexts.
Experience working in Nigeria and/or Cameroon and knowledge of the context an asset.
