1. role PURPOSE
The purpose of this role is to ensure the effective and timely implementation and coordination of a multi-year Education in Emergency project funded by Global Affairs Canada (GAC) an implemented by Plan International Nigeria in (Askira-Uba, Jere, Konduga, Maiduguri) Borno State and (Damaturu, Gujba) Yobe state respectively. The project has the ultimate outcome of improved realisation of girls’ rights to inclusive, protective and gender responsive quality education in the Northeast of Nigeria. The baseline study aims at to collect and analyze data based on project logframe, fill relevant project performance indicators and to guide key project interventions and activities to be implemented within the context of the project locations and beneficiaries.
2. Dimensions of the Role
Communicates within Plan International Nigeria, development partners and related government institutions in two States Borno and Yobe. The consultant will be responsible and ultimately accountable for the baseline strategic direction, planning, tools development, capacity building of enumerators, supervise correct data collection, entry, analysis. In order to achieve the baseline study purpose and objectives, the study will include primary and secondary data collection to 1) assess progress against select indicators and 2) understand components of select indicators, included in the project Performance Measurement Framework
(PMF). Overall, the consultant will be responsible for detailing the methodology for carrying out the quantitative and qualitative data collection, refining the baseline 1) quantitative survey tool and 2)
FGD Guides, developing any proposed additional tools, presenting data analysis techniques, detailing a plan for dissemination of study findings, and detailing aspects of quality assurance/ethical considerations (Safeguarding Children and Youth People Policy, informed consent). The consultant and the team that will interface with children are required to provide statement within their proposal on how they will ensure ethics and child protection in the process of data collection and visits in compliance with Plan International’s Global Safeguarding Children and Youth People Policy.
Gender will be integrated in both the methodology of the baseline study and the analysis. Qualitative and quantitative data will be collected using gender-sensitive methods, including gender-balance amongst interviewers, focus group discussion (FGD) facilitators and observers, as well as the use of tools that allow for the identification of specific gender-related issues amongst respondents. It is important in gathering data that there are opportunities for girls, boys, women and men to provide feedback in a safe space. The study should consistently use a gender lens to analyse the specific results for girls and boys and a comparison of their situations.

4. Qualification and experience of the consultant/team
Plan International is looking for an experience consultant(s) with experience in carrying out similar work in Nigeria (ideally in Borno and Yobe, or similar regional context, and should have the following qualifications:
At minimum 10 years of experience in conducting baseline, midline and end line assessments for major donors, which were approved (a sample need to be submitted with Technical and Financial Proposal) and producing quality mixed-methods evaluation reports, including at least 1 recent assignment in education in emergencies
The consultant should have an education and gender or girl’s education background along with at least 5 Years’ experience in M & E and master’s degree in a related field
Demonstrated experience in qualitative and quantitative analysis with knowledge of SPSS
Experience and knowledge in carrying out similar studies, reviews and/or research
Familiarity with humanitarian response context and knowledgeable of the context in Yobe and Borno states
Understanding of conflict-sensitive analyses and education & gender programming.
Experience in Gender-sensitive/inclusion and human rights-based approaches, including designing methodologies and studies that appropriately reflect these approaches
Demonstrated experience in participatory methods, particularly in collecting data and working with displaced populations and vulnerable people, including tested ways of engaging with displaced populations and vulnerable people for the purposes of data collection.
Excellent writing and communication skills in English and relevant local languages specifically Hausa and Kanuri
Ability to work within set deadlines, and to write clear, concise reports in English
