BACKGROUND

International Medical Corps is therefore looking for a suitable candidate to fill the position of


Senior GBV Program Officer to be based in Maiduguri.


Position: Nigerian nationals only


Job Summary:


The Senior GBV Program Officer will work under the direct supervision of the GBV Coordinator. He/She will lead the technical design and conduct capacity building initiatives for GBV staff and partners to improve the prevention and response to GBV. He/She will work in coordination with other IMC sectors including the M&E, and actors to conduct assessments (baseline and end line) and share reports Program Coordinator and Programs Director to inform program design. He/She will also be responsible of the GBVIMS.


Technical Responsibilities


· Carry out GBV training needs assessment for GBV staff, IMC sector staff, partners, and other community stakeholders.


· Contribute to development of capacity building materials, training manuals, tools, and other resources as needed.


· Promote the involvement of men and youth in GBV activities using the EMAP curriculum


· Ensure pre and post testing is conducted and documented.


· Seek out new material(s) that will improve training content; review and include current literature and updated materials based on global and organizational standards.


· Adapt and train on use of the GBV safety audit for water and sanitation facilities and NFIs.


· Participate in GBVIMS taskforce working meetings and share written minutes with the Program Coordinator.


· Provide training to response staffs in terms of response services and guidance in using GBVIMS.


· Conduct training, and refresher training, on PSS for response staff in terms of case management, PSS and its related trainings.


· Work with the Program Coordinator to design strategies using EMAP, EA$E and other evidence-based modules to prevent gender-based violence.


· Ensure the monitoring and evaluation data are correct according to GBVIMS and standard M&E tools.


PLANNING, COLLABORATION AND COORDINATION


· Design, implement and evaluate quality GBV training in a systematic and consistent manner by establishing GBV training procedures.


· With inputs from Prevention and Response Officers, develop community education methods, including, but not limited to, workshops, drama, games, debates, poster contest, youth clubs, and other creative methods.


· In collaboration with Program Managers, Program Coordinator, and community members conduct focus group discussions and share detailed documentation about information gathered for design of IEC materials.


· Ensure that all work is done in accordance with established global and organizational protocols and within ethical guidelines.


· Promote women’s active participation in leadership and decision-making at the community level.


· Regularly communicate with the Program Coordinator on progress, constraints, and training needs identified and any other matters pertaining to the operations of the GBV Program.


· Assist GBV Program Managers and Program Coordinator in strategic planning to ensure ongoing programming.


· In coordination with M&E team, create a database for all program activities including but not limited to: trainings, awareness raising sessions, psychosocial activities, gender and make weekly and monthly analysis and share with Program Managers and Program Coordinator. Rollout new M&E tools to Case Workers, Women Center facilitators, etc.


· Maintain quality and consistence when providing accurate data to Projects Managers and Program Coordinator for proposal development and report writing.


· Actively develop and maintain effective working relationships with IMC’s GBV team, government actors, UN agencies, NGOs and other relevant partners.


· Represent IMC at the GBV sub-sector level meetings when requested;


· Ensure


HR Management & Administration


· Coordinate and oversee staff leave schedules ensuring that they do not overlap or leave gaps in service delivery.


· Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and beneficiaries served by International Medical Corps.


· Ensure timely completion and submission of monthly timesheets.


Monitoring & Reporting


· Ensure timely submission of weekly, monthly and quarterly reports in collaboration with the Monitoring and Evaluation team.


· Contribute to donor report(s) as per set schedules (monthly, quarterly and annually) on activities, indicators and achievements.


· Complete and share GBV data via GBVIMS tools and submit to the GBV Coordinator and GBVIMS Inter-Agency Coordination agency (UNFPA).


Finance


· Plan procurement of training supplies to ensure smooth and timely implementation of activities.


· Ensure all requisitions are submitted on-time, with appropriate and accurate supporting documentation, and are tracked in a timely manner.


General


· Refrain from making false promises and commitments to the beneficiaries and work in the best interest of the IMC GBV Program.


· Foster a team spirit among GBV staff that is conducive to all staff improving their skills and knowledge base.


· Other duties as assigned by the supervisor to enable and develop the IMC/GBV program


Qualifications, Experiences & skills:


· University degree in Social Science, Social Work, Psychology, Counselling, etc.


· Minimum of two years’ experience in GBV prevention and response.


· Clear understanding of gender, abuse of power, and issues surrounding violence against women and girls.


· Strong background in human rights and familiarity with practical challenges faced by displaced persons and other vulnerable groups.


· Experience conducting assessments and a willingness to help plan assessments.


· Commitment to building staff capacity through trainings, coaching, mentoring, etc.


· Ability and willingness to work during irregular working hours as needed.


· Experience providing case management training a plus.


· Experience developing and facilitating trainings and workshops.


· Strong computer skills (Excel, Microsoft, PowerPoint and Outlook)


· Fluency in English (written and spoken), Hausa, and Kanuri required.


· Strong interpersonal skills and demonstrated ability to establish effective working relations with staff and other stakeholders.

Prevention of Sexual Exploitation and Abuse



  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.


Compliance & Ethics: Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.
