Lafiya is delivered at federal level, and with a focus on targeted states (Borno, Jigawa, Kaduna, Kano and Yobe) and additional 3 States of Kastina, Lagos and Zamfara for the COVID-19 response and support. The programme will run for an initial term of up to 7 years from February 2020 to finish by January 2027 (subject to availability of funding and approvals).


The objective of Lafiya is to improve health outcomes for the poorest and most vulnerable in Nigeria through the following interlinked outcomes: (1) increased resources invested in health, and prioritisation of health by the Government of Nigeria (through civil society advocacy on human capital, community accountability for health; and use of data to inform government prioritisation of health); (2) improving effectiveness and efficiency of public and private basic health services (through health system strengthening, and working with the private sector to improve delivery of affordable health services for the poorest populations); and (3) increasing the modern contraceptive prevalence rate (through addressing social norms, demographic impact analysis, and support to family planning demand creation and delivery of services).


FCDO has recently approved a 6-months’ emergency C-19 support through the Lafiya programme to run from October 2020 to March 2021. This support, which follows on from a previous phase of support, aligns with the objectives of the UK government to supporting Nigeria’s COVID-19 response.


Position


Options Consultancy seeks a State Level Communications Expert in Yobe to provide strategic communications advice to support the implementation of Lafiya strategies related to Human Capital Development, the prioritisation of public investment in health and communication of health entitlements to citizens.


The summary purpose and objective of this role is to:




  • Develop a strategy for raising the political profile of HCD to galvanise commitment for health spending.




  • Support the State Primary Health Care Development Agencies (SPHCDA), Social Health Insurance Agencies (SHIA) and Public Relations Officers from the State Ministries of Health (SMOH) to develop state specific communications strategies to reach citizens at scale with information on their health entitlements.




  • Use of Technology: As needed the consultant will be expected to contribute to discussions on digital solutions for communications




Requirements


To succeed in this role, you will have:



  • Technical expertise in advocacy, communications and behavioural sciences.

  • Experience in using participatory approaches to develop messaging content for reaching political leaders, government and citizens.

  • Experience working with development programmes, focused on health communication and supporting accountability for health outcomes.

  • Proven ability to manage relationships with government ministries, state and local governments, service providers, communities, and other stakeholders.

  • Familiarity with Nigeria’s health system is a strong asset.

Job Description

  • The Estate Manager is a leader dedicated to the development and betterment of the plantation estate. The role is multidimensional starting from managing people to land development and working with vendors.

  • The incumbent would be responsible for managing the palm and rubber plantation from all phases of estate works including land development, replanting, maintenance of optimum crop production, cost management and overall estate operations.


Key Deliverables
Strategic Effectiveness:



  • New land development for rubber estates, nursery establishments, land clearing, planting, maintenance and upkeep.

  • Responsible for the overall estate operations and budget/cost estimation within cost maturity target

  • Planning and management of fertilizers stores, chemicals, and machinery


Operational Effectiveness:



  • Build the required talent for the estate. Guide the team on the entire plantation procedures

  • Conduct periodical reviews of the plantation operations at different locations.

  • Implementation of all the requirement for planting TLC and LC

  • Land identification, purchasing, and evaluation for high yield plantations


Organizational Effectiveness:



  • Great networking with government agencies and environmental departments for regulatory approvals.  

  • Understand environmental and social impact assessment, conduct assessments periodically.  

  • Obtain primary yield production and identify cases where there is variance with last year yield. Plan remedial action in case of negative variance.


Requirements



  • Diploma, advanced / higher / graduate diploma, bachelor’s degree, postgraduate diploma or professional degree in agricultural, plantation management, aquaculture / forestry or equivalent

  • Possess excellent people skills, leadership qualities and ability to work independently. Motivating staff for process orientation and being a go-to problem solver.

  • Experiences in land clearing, P&D, replanting, new planting, and development of areas.

  • Conversant with the use of a personal computer is highly desirable

  • Minimum 10-15 Years of working experience, preferably in plantation and estate management roles with a large organization.

  • Language – English & French is a must for this role

    • Prepares monthly reports of tests carried out and the cost per patient.

    • Responsible for ongoing enhancement of professional competency by participating in relevant CPD / CME Trainings.

    • Performs all duties and responsibilities promptly in a professional, empathetic manner with an understanding of and respect for patients’ rights.


    Qualification, Experience, Skills and Competencies



    • Medical Laboratory Technician Certificate from a recognized school of Medical Laboratory Technology.

    • Minimum of three (3) years experience (post qualification) as a Medical Laboratory Technologist with ability to carry out various laboratory tests without supervision.

    • Prior experience working in private or government hospital setting.

    • Must be highly proficient in the use of Microscope to examine slides of blood, urine, stools, etc.

    • Attention to details, organization and problem solving skills

    • High level of proactivity and ability to follow through on assigned tasks

    • Good interpersonal and communication skills

    • High sense of commitment, responsibility andaccountability

    • High integrity and ethical standards

    • Good knowledge of Microsoft Office tools.

    • Candidate must understand quality control and quality assurance requirements and follow policies to validate test results.

    • Must be registered with a practicing license.

    • Familiarity and experience with use of microscopy, Haematology analyzers, centrifuges, electrophoresis machine, etc.

    SoCha LLC is preparing a submission for the USAID/Nigeria Monitoring, Evaluation and Learning (MEL) Support Activity. This will be accomplished by further strengthening the Mission’s capacity and performance in programmatic monitoring, evaluation, learning, collaborating, and adapting. The MEL Support activity will closely align with USAID/Nigeria’s new Country Development Cooperation Strategy (CDCS) to be launched in the summer/fall of 2020. The MEL Support activity will provide a broad range of specialized technical assistance, training, data gathering and analysis, field-based monitoring, evaluations and assessments, facilitation of organizational learning and adaptation initiatives, and short-term technical assistance. Contractors are strongly encouraged to partner with Nigerian organizations, companies, research institutes, and/or academic institutions to achieve the goals and carry out the activities described herein.


    The objective of MEL Support Activity is to supplement and strengthen the Mission’s monitoring, evaluation, and learning capacity to enhance programmatic outcomes and comply with USAID policies and directives.**


    Responsibilities:


    SoCha is looking for qualified individuals to fill the role of CLA / learning Advisor with expertise in one or more of the following areas: research; learning; Collaborating, Learning and Adapting (CLA); facilitation; or training.



    • Coordinate communities of practice meetings;

    • Develop summary learning products for executives from detailed evaluations;

    • Create syntheses documents from research and technical reports;

    • Create tailor-made two-hour MEL training courses;

    • Facilitate “brown bags” and learning events;

    • Plan and host learning events, workshops, or conferences;

    • Establish processes for collaborating with other development partners;

    • Facilitate the development of research and learning agendas;

    • Help USAID manage its programmatic knowledge; and

    • Create “starter packs” for newly-awarded implementing partners to understand MEL


    QUALIFICATIONS



    • Bachelor’s degree or higher;

    • 5+ of experience working in CLA, research, learning, capacity building, facilitation, or training.

    • 2+ years experience working on USAID Projects

    • Experience presenting summary findings and salient points to senior leadership;

    • Facilitation and training skills;

    • Excellent writing and communication skills;

    • Proficiency in English; and

    • Knowledge of MS Excel and Word.
