The Nigeria Centre for Disease Control (NCDC) is the government agency with the mandate to coordinate the surveillance, detection and response to infectious disease outbreaks. Over the last three years, NCDC has deployed a new tool for disease surveillance. The Surveillance, Outbreak Response Management and Analysis System (SORMAS) is a system jointly developed between the Nigeria Centre for Disease Control and the Helmholtz Centre for Infection Research (HZI) to improve disease surveillance as well as detection and management of outbreaks and thus strengthen the public health service in Nigeria.




We are recruiting to fill the position below:




Job Title: Procurement Consultant, REDISSE Project


Location: Nigeria




Background



  • The Federal Republic of Nigeria has received financing from the World Bank towards the cost of the Regional Disease Surveillance System Enhancement Project (Phase II), being implemented under the supervision of the Nigeria Centre for Disease Control, an Agency under the Ministry of Health.

  • The REDISSE Project was initiated by the World Bank to cover all countries in the ECOWAS sub-region as a result of the 2014-2015 West Africa Ebola crisis. The Project is cross-sectorial, with both human health and animal health sectors implementation. The project promotes regional collaboration among ECOWAS countries, in order to ensure that gaps in disease detection and outbreak response across the West African sub-region and effectively addressed. Successful implementation of the project is envisaged to minimize the health and economic consequences of major disease outbreaks. The REDISSE Project was formally launched in Nigeria on the 27th of April 2018.

  • The Project Development Objectives (PDO) is to strengthen cross-sectorial and National capacity for collaborative disease surveillance and response in Nigeria. It seeks to address systematic weakness within the animal and human health systems that hinder effective disease surveillance.

  • The Project funding is targeted to support five components and they are: a) Surveillance and Information System, b) Strengthening Laboratory Capacity, c) Preparedness and Emergency Response, d) Human Resource Management for Effective Disease Surveillance and Epidemic Preparedness, e) Institution Capacity Building, Project Management, Coordination and Advocacy.


Job Description
Specific duties for this position will include the following:


Advisory Services on Procurement of Goods and Works in the following areas:



  • Preparation of Project Work Plans and Procurement Schedules for Goods and Works in accordance with the World Bank Procurement Framework and Regulations.

  • Prepare Technical Specifications for Goods

  • Receipt/Opening of offers

  • In conjunction with the relevant committee, carry out detailed evaluation and confirm responsiveness, arithmetical accuracy of bidders offers

  • Compile evaluation report and present same through relevant authorities and the World Bank for No Objection approval

  • Prepare Contract Documents for execution between the Supplier and the User.

  • Prepare bill of Quantities/ technical specifications for Works

  • Solicit Bidders/Vendors through drafting and Advertising of IFB

  • Prepare Bidding Documents

  • Manage sales and follow up of Bidding Documents


Advisory Services on Procurement of Services:



  • Preparation of Project Work Plans and Procurement Schedules for Services under QCBS, QBS, CQ, IC, etc.

  • Preparation of Terms of Reference and clear with World Bank

  • Assist in the Evaluation of EOIs and develop shortlist

  • Assist in Compilation of reports and request World Bank No objection on the shortlist

  • Assist in the Evaluation of Proposals

  • Facilitate the compilation of reports and the receipt of  No Objection  clearance from the World Bank

  • Assist in building up Consultants database.

  • Support the process of soliciting qualified Consultants through drafting, seeking No Objection of the World Bank and Advertising of EOI

  • Support the organization of Pre-Proposal Conference where necessary

  • Preparation of Request for Proposals for No Objection of World Bank


Advisory Services on Implementation Supervision:



  • Develop and discuss alternative solutions to identified problems.

  • Provide hands-on training to the PCU on implementation matters covering procurement, disbursements, report writing, etc.

  • Conduct post-implementation review

  • Participate at meetings aimed at improving project implementation

  • Explore the most viable solution and discuss this with the FMF (PCU)

  • Assist in the application of the agreed corrective measures

  • Any other responsibility relating to the project as required by the project Coordinator.


Qualifications and Experiences



  • A degree in Accounting, Management, Industrial Engineering, or Project Management.

  • Previous experience as a Procurement Consultant for World Bank assisted projects or similar multilateral institution environment such as ADB or similar organizations.

  • Previous World Bank training on procurement of Goods, works and consultancy services.

  • Previous experience in preparing bidding documents for large works/goods contracts. Previous experience with job description mentioned above.

    Basic Responsibilities

    • Level IV (fluency) Speaking/ Writing in English is required. Must be fluent in Yoruba and any other local language spoken in Northern Nigeria such as Yoruba and Hausa etc.

    • Knowledge of routine immunization, AFP surveillance, immunization campaigns, local government structure and primary health care system in Nigeria.

    • Experience working or interacting with nomadic or other migrant communities will be an advantage

    • Incumbent is required to possess standard computer skills with experience in MS Word, MS Excel spreadsheets, MS Power-Point. Proficiency with CDC’s Epi-info statistical software will be an advantage. Ability to write concise technical activity reports is required.

    Project Director, Counter-Trafficking in Northeast Nigeria Supervisor

    Background: Heartland Alliance International’s Strengthening Services for Victims of Trafficking in Lake Chad Basin project will improve victim identification and comprehensive shelter-based services for victims of trafficking in Northeastern Nigeria. It will improve the capacity of state governments, civil society, and communities to protect and provide comprehensive services for survivors of trafficking in Northeast Nigeria, including former child soldiers and women and girls trafficked by combatants for forced labor and/or sexual exploitation. The project builds the capacity of existing local partner institutions providing services to survivors of trafficking, including, but not limited to the Nigerian National Agency for the Prohibition of Trafficking in Persons (NAPTIP), the Borno State Ministry of Women’s Affairs and Social Development (MWASD), and other community and grassroots organizations and leaders. Capacity will be built using a community-based, survivor-centered approach to trauma-informed mental health, yielding lasting improvements in the well-being of heavily traumatized survivors of trafficking.     Essential Duties and Responsibilities: The Project Director will be responsible for coordinating and overseeing the implementation of victim-centered technical assistance to state governments and civil society in Northeastern Nigeria. The Project Director will ensure that all program activities are implemented in line with the project’s work plan and in accordance with HAI and donor requirements. The Project Director will be responsible for technical oversight of all components of the project and for quarterly reporting. The Project Director will also provide broader technical assistance to HAI across its diverse technical and geographic portfolios, strengthening the organization’s counter-trafficking programming, and promote HAI’s service and advocacy models.


    RELATIONSHIPS:


    Reports to the Nigeria Country Director and Director of International Programs in HQ

    RESPONSIBILITIES:


    Program implementation


    Leads the implementation of the project


    Develops and monitors assessments, work plans, budgets, and progress reports as required by HAI, donors and partners

    Identifies new anti-trafficking funding opportunities and cultivates relationships with relevant actors to expand and enhance HAI’s anti-trafficking program portfolio


    Financial management and grant oversight


    Responsible for implementing activities in accordance with project or activity budgets


    Consults with project coordinator and director of finance and administration regarding best practices for financial administration of project work


    Monitors grant agreements, sub-agreements and MoUs for project partners


    Works with Director of Finance and Administration to monitor budget and revise budgets, as needed


    Operations


    Responsible for managing the operations of HAI’s Office in Maiduguri, including logistics and security


    Responsible for working closely with the Security Advisor to plan field visits and trips to neighboring states in an extremely volatile safety and security situation

    QUALIFICATIONS:


    Essential


    Master’s degree, plus a minimum of 5-7 years in an international NGO setting, or similar combination of experience and education


    5+ years of experience managing international development and civil society projects


    Previous experience or understanding of the human trafficking environment in Sub-Saharan Africa, with at least 2 years working in the field(s) of anti-trafficking, refugee response, forced migration, and/or legal services


    Strong knowledge of international human rights legislation bodies engaged in anti-trafficking victim protection


    Previous experience in working on programs that have an access to justice and mental health and psychosocial support element.


    Knowledge and prior experience with humanitarian coordination, including clusters systems and relevant humanitarian working groups and sub-working groups


    Proven project management skills with experience managing multiple projects and/or working for an international organization in Sub-Saharan Africa region


    Strong interpersonal and mentoring skills to work effectively with partners, government officials, local NGOs, media, and staff


    Demonstrated success in project planning, financial management, program monitoring and evaluation, report writing, and identifying and procuring technical assistance


    Previous experience planning, designing training materials, developing curricula and delivering training activities, facilitating workshops and round tables to diverse audiences


    A track record that demonstrates energy and creativity, and the ability to successfully prioritize and manage competing priorities


    Excellent verbal and written communication skills, including public speaking and presentation skills


    Ability to work independently in a volatile and unstable environment with high safety and security risks, relying on remote support from Abuja and HQ most of the time


    Languages


    Essential – Fluent in English (read, write, and speak)


    Preferred – Hausa, Kanuri, or other local languages is an advantage

    EXHIBIT A Scope of Duties

    Duties: This is in non-exhaustive list, which will be subject to change from time to time:



    • Assist Service Centers and Customer Service Units in problem solving (high-level technical Support) in conjunction with the Solar Home Systems engineering team based in Kampala (Uganda).

    • Conduct training on Products and 1st level Technical problem solving for operational agents (SEAs,FTLs and CSUs).

    Training:



    • Training of sales teams to ensure adequate knowledge of first level support across the regions.

    • Regularly update/document FAQs and other knowledge materials based on newly identified product issues including post product launch challenges.
